Shipping from China to Bonaire, step by step

Goodhope Freight is a licensed NVOCC based in Shenzhen, registered as GD20230925153335, and has been moving cargo out of China since 2012. To Bonaire we run full containers and shared containers port-to-port into Kralendijk, air freight airport-to-airport into Flamingo International, and express parcels dispatched from our depot. Every service stops at the port, the airport or the depot. Your consignee arranges import clearance, settles the tax and collects.

Bonaire is a special municipality of the Kingdom of the Netherlands, and that fact is widely misread. It sits outside the European Union customs territory and outside the European Union VAT area. Dutch VAT is not charged on goods imported here, goods cleared on Bonaire are not in free circulation in the European Union, and the island runs its own tax regime administered by the Caribbean Netherlands tax office. The currency is the US dollar, which at least means your freight quote and your buyer's tax bill are in the same money.

The tax structure is the thing worth understanding before you price anything. Import duty on the Caribbean Netherlands is set at nil for all goods, so there is no duty to relieve and therefore no duty-free allowance to rely on. What your buyer pays instead is an expenditure tax on goods, charged from the first dollar and calculated on a base that includes the freight.

How your cargo moves: China to Bonaire

Eight steps from your supplier's door to yours. The last four are the ones shaped by local rules.

  1. Pickup from your supplierWe collect the goods anywhere in China and bring them to our consolidation point.
  2. Export clearanceChina customs declaration filed and released before the goods move to the port.
  3. Loading and departureContainer loaded, sealed and handed to the carrier at the Chinese port.
  4. Relay through a Caribbean hubContainers move via the Colon Free Zone, Willemstad on Curacao or Cartagena; air cargo connects through Miami, Panama City or Curacao.
  5. Feeder arrival at KralendijkThe final short hop is worked by feeder vessel, or by the connecting flight into BON.
  6. Entry filed with the tax officeYour consignee or broker lodges the declaration with the Belastingdienst Caribisch Nederland, classified by commodity code.
  7. Expenditure tax assessedNo duty is charged, but the 8 per cent tax on goods is assessed on the customs value, which includes freight and insurance to the first point of arrival.
  8. Release and collectionGoods are released to your consignee, who collects from the port, the airport or the courier depot. Delivery beyond that point is not included.

Duty rates, VAT rates and clearance times move, and the figure that applies to your goods is the one set for your commodity code on the day of clearance. We check the current position against your code before your goods sail and confirm it to you in writing — ask for that check when you request a quote.

There is no direct service, and the relay is the whole plan

No ocean carrier runs a direct China to Bonaire call. Every container is booked to a transhipment port and moved onward by feeder, most commonly through the Colon Free Zone in Panama, Willemstad on Curacao, or Cartagena in Colombia. The relay you book decides both your transit time and how many times your cargo is handled.

Air cargo works the same way in miniature. Flamingo International at Kralendijk is the island's only international airport, and there is no freighter service from China, so consignments connect through Miami, Panama City or Curacao. Routing a shipment through a European port is possible but adds a relay and an extra customs step, and for most cargo the Caribbean corridor is the shorter and cheaper structure.

How to choose: a full load, a consolidated one or air freight

Below roughly 15 cubic metres, consolidation is how the island is normally served, and it is the only realistic option at that volume. Transit on the consolidated routing is long, in the region of 46 to 55 days port-to-port depending on the Chinese origin and how the feeder connects. That is a planning constraint rather than a defect, and it is why Bonaire buyers order earlier than they would from a mainland lane.

Full containers are booked as 20GP, 40GP and 40HC subject to feeder acceptance at Kralendijk, and they suit construction materials, marine equipment, furniture and retail replenishment. Air freight earns its premium from about 45 kg for marine electronics, dive equipment spares, pharmaceutical lines and time-critical retail stock.

Why import duty is nil and that changes nothing

On the Caribbean Netherlands the import duty rate is set at nil for all goods. Buyers hear that and assume the import is cheap, which is a reasonable inference and a wrong one. The relief that most countries offer on low-value imports is a relief on duty. Where duty is already nil, there is no relief to give, so the small-import allowance that exists elsewhere simply does not exist here.

What applies instead is an expenditure tax on goods, charged at 8 per cent on Bonaire. It is assessed on the customs value, which is the price of the goods plus freight and insurance to the first point of arrival. There is no input-tax recovery mechanism for the importer, so it is a genuine cost rather than a recoverable one.

Freight sits inside the tax base

Because the tax is assessed on the customs value including freight and insurance, the way you route your cargo moves the tax bill. A cheaper but slower routing, a lower insurance declaration, or a consolidation that reduces the freight element all reduce the base. Conversely, an expensive expedited routing raises it.

This is the one place on this lane where freight and tax interact directly, and it is worth modelling before you choose a service level. We can quote the routing and show how the freight element feeds the assessment, so your buyer can see the total rather than discovering it after the goods land.

Excise, and the goods that carry it

Excise duty applies separately to fuel, alcohol and tobacco, and it is charged regardless of the nil duty rate on the goods themselves. If your consignment includes any of those categories, the importer faces an excise assessment on top of the expenditure tax, and the paperwork requirements are stricter.

Everything else on the island's own regime is administered by the Caribbean Netherlands tax office rather than by European Union or Dutch mainland authorities, which means the rules your European suppliers are used to do not transfer. Confirm the treatment with your consignee's broker rather than assuming it.

Where the courier process ends and a formal entry begins

Given that duty is already nil, the dividing line on Bonaire is not a value threshold but the process: a postal or courier item handled under the carrier's simplified clearance, versus a commercial consignment that goes through a formal entry with the tax office. A commercial consignment is assessed on the expenditure tax whatever it is worth.

Practically, that means samples sent to a Bonaire buyer will be assessed, and the buyer will be asked to settle the tax before release. If the goods are genuinely samples with no commercial value, document them as such at dispatch. The point is not to avoid a tax that is legitimately due; it is to avoid a bill neither side expected.

Packing for two extra handling cycles

The relay structure means your export packing carries the risk, not the carrier. Two extra discharge and reload cycles is normal on this lane, and heavy items that were boxed for a single journey get crushed when they are top-loaded twice. Palletise or strap wherever the commodity allows, and box rather than bag anything dense.

Bonaire sits south of the main hurricane belt, which is genuinely useful: resorts, marine suppliers and retailers import on a steady year-round cycle rather than a seasonal rush. What it does not protect you from is salt air and sun at the port, so moisture protection inside cartons for textiles, paper and electronics is worth the small cost.

Documents, and why the declared value matters more here

The tax office assesses on the declared customs value, so a vague invoice does not simply slow the clearance; it changes the number. Keep the declared value and the commodity codes accurate, and expect a poorly described entry to be queried rather than waved through.

Timing, and planning around a long consolidated routing

Sea freight into Kralendijk runs roughly 46 to 55 days port-to-port on the consolidated services, with Guangzhou among the slower origins and Huangpu among the faster. Full container routings vary with the relay chosen. Air freight is governed by the connection rather than the flying time, so ask for the current routing rather than a generic figure.

The practical advice for Bonaire is to plan on a spread rather than a date, and to order against the slow end of the range if the goods are needed by a fixed opening. Transit times move with feeder schedules, and a missed feeder costs more here than a missed sailing does on a direct lane.

Where our job ends and your consignee's begins

We handle collection from your supplier, consolidation and loading in Guangdong, export declaration, and the main carriage into Kralendijk or BON. We issue the transport document, send status updates at each handover, and quote the relay ports by name rather than hiding them behind a single transit figure.

Your consignee lodges the entry with the Caribbean Netherlands tax office, settles the expenditure tax and collects the goods. We tell your buyer up front that duty is nil but the expenditure tax is 8 per cent and is charged on freight-inclusive value, so nothing arrives as a surprise. We do not offer door-to-door delivery to Bonaire.

How to start, if this is your first shipment

Send us the commodity, the volume and weight, the pickup address in China and the consignee's collection point on the island. We will show you the relay options, quote the charges line by line, and set out how the freight element feeds the tax base so you can see the landed cost as one number.

If this is your first import, ask us for the sequence in writing and ask for the relay ports to be named on the quote. On an island served entirely by feeder, knowing which hub your container passes through is the difference between tracking your cargo and waiting for it.

Real orders on the China to Bonaire lane

Five shipments bought in China and delivered into Bonaire, told end to end — where the order came from, how it moved, where it nearly went wrong, and how it finished. Client names are withheld at their request; the situations and the handling are what we deal with on this lane.

Dive and marine equipment, 12 CBM out of Guangzhou

The purchase. A dive operator on Bonaire was replacing regulators, cylinders, compressors and boats spares for the coming season, buying from two suppliers in Guangdong.

The move. Both lots were consolidated at our Guangdong warehouse, moved as a shared container through the Colon Free Zone and Curacao, and deconsolidated for collection at Kralendijk.

Where it nearly went wrong. Compressors are dense and cylinders are awkward, and the buyer had quoted the job on a single blended freight rate. On a consolidated routing the chargeable figure is whichever is greater, volume or weight, so the real number came out higher than the estimate.

How it finished. We re-measured and re-weighed at our warehouse before booking and requoted on the chargeable figure with the relay ports named. The buyer adjusted the order to use the same chargeable space better, and the invoice matched the second quote.

Resort furniture and joinery, 40HC out of Shenzhen

The purchase. A small resort was refurbishing its rooms and public areas, buying case goods, outdoor furniture, lighting and joinery from three factories in Guangdong.

The move. We collected from all three, consolidated into one 40HC, shipped port-to-port to Kralendijk with feeder acceptance confirmed at booking.

Where it nearly went wrong. Outdoor furniture is bulky and light, and the buyer had assumed a 40GP would do. That was close, and on a lane where the relay adds a week it is not worth discovering that you were one cubic metre short.

How it finished. We measured the packed volume before confirming the equipment and moved the booking to a 40HC. The whole consignment travelled in one container on one bill of lading, and the resort received everything before the refurbishment window closed.

A sample carton that was assessed anyway

The purchase. A retailer ordered a single carton of consumer goods by express to check quality before placing a container order.

The move. It went by courier from our depot with a commercial invoice at full product value.

Where it nearly went wrong. Because import duty on Bonaire is already nil, there is no duty-free allowance to fall back on. The 8 per cent expenditure tax was assessed on the customs value including the freight, and the buyer was asked to settle it before release.

How it finished. We explained the structure before the buyer ordered again, re-documented the next round as evaluation samples without resale intent, and moved the trial quantity into a small consolidated sea shipment. The trial then landed at a workable cost.

Solar and battery storage for an off-grid villa

The purchase. A villa developer was importing panels, inverters and lithium battery storage for an off-grid installation.

The move. One 40HC consolidated from two suppliers, shipped port-to-port to Kralendijk, collected by the consignee from the port.

Where it nearly went wrong. Lithium battery storage is a declared dangerous goods line, and it needs the right documentation, packaging and carrier acceptance from the outset. The buyer had treated it as ordinary electrical equipment.

How it finished. We flagged it at quotation stage, obtained the battery documentation and test summary from the supplier, and booked with a carrier that would accept the class. The container loaded and sailed on the intended relay without being pulled at the hub.

Retail replenishment where the routing moved the tax bill

The purchase. A specialty retailer was restocking on a steady cycle and was choosing between a slower consolidated service and a faster, more expensive routing.

The move. Two options were quoted side by side: the standard consolidated service at a lower freight cost, and a faster warehouse service that converted chargeable weight more aggressively.

Where it nearly went wrong. The buyer compared only the freight. On this lane the expenditure tax is assessed on a customs value that includes freight, so the faster routing raised the tax as well as the freight.

How it finished. We showed both options with the tax effect included, so the comparison was made on landed cost rather than on freight alone. The buyer took the slower service for non-urgent stock and kept the faster one only for lines that were genuinely time-critical.

Frequently asked questions

Is there a direct sea freight service from China to Bonaire?

No. Bonaire has no direct deep-sea call from China. Containers are booked to a transhipment port, most often the Colon Free Zone in Panama, Willemstad on Curacao or Cartagena in Colombia, and then moved on by feeder. We quote port-to-port to Kralendijk and name the relay on the quote.

What transit time should I plan for to Kralendijk?

Consolidated shipments run roughly 46 to 55 days port-to-port depending on the Chinese origin and how the feeder connects. Full container routings vary with the relay chosen. Plan on a spread rather than a single date, because feeder schedules move.

What tax will my buyer pay on Bonaire if duty is nil?

Import duty on the Caribbean Netherlands is set at nil for all goods. What applies instead is an expenditure tax on goods charged at 8 per cent on Bonaire, assessed on the customs value, which is the price of the goods plus freight and insurance to the first point of arrival. Excise duty applies separately to fuel, alcohol and tobacco.

Do EU customs rules apply to goods landed on Bonaire?

No. Bonaire is a special municipality of the Kingdom of the Netherlands, but it sits outside the European Union customs territory and outside the European Union VAT area. Dutch VAT is not charged on imports there, and goods cleared on Bonaire are not in free circulation in the European Union. The currency is the US dollar.

Does a low value get goods into Bonaire tax-free?

Not in the way most countries offer one. Because import duty is already nil, the relief that usually applies to low-value imports has nothing to relieve. The expenditure tax is assessed on commercial consignments regardless of value, and the dividing line is the clearance process rather than a threshold.

Which airport does air cargo arrive at on Bonaire?

Flamingo International Airport (BON) at Kralendijk, the island's only international airport. There are no direct China to Bonaire freighter services, so consignments usually transit Miami, Panama City or Curacao, and the routing rather than the distance drives the transit time.

Do you offer door-to-door delivery to Bonaire?

No. Sea and air freight are strictly port-to-port and airport-to-airport, and express courier dispatch ends at the local depot. Your consignee arranges import clearance, settles the expenditure tax and collects on the island.

Which documents should accompany a shipment to Bonaire?

A commercial invoice, a packing list, and the bill of lading or air waybill, with a certificate of origin added when the buyer asks for one. Keep the declared value and commodity codes accurate, because the tax office assesses on the declared customs value and a vague invoice will be queried.

Can lithium batteries be shipped to Bonaire?

Built-in and packed-with lithium batteries can be carried subject to proper documentation and packaging. Standalone lithium batteries and other dangerous goods classes are assessed case by case and must be declared at quotation stage so we can book with a carrier that accepts the class.

What details do you need to price a Bonaire shipment?

The commodity, the volume and weight, the pickup address in China and the collection point on the island. We will show the relay options, quote the charges line by line, and set out how the freight element feeds the tax assessment.
