Air Vanuatu

Air Vanuatu · cargo routing from China to Port Vila and the islands via Brisbane and Auckland

Air Vanuatu is the national airline of the Republic of Vanuatu, founded in 1981 as New Hebrides Airways and renamed after the government took full ownership in 1987. Its head office and hub are at Bauerfield International Airport VLI in Port Vila, and it traditionally flew international routes to Brisbane, Auckland, Noumea, Fiji and Sydney, radiating to several dozen outer-island airports. In May 2024 Air Vanuatu entered voluntary liquidation under long-running financial pressure, with EY appointed liquidator, and suspended all flights; from August 2024 a restructured entity resumed domestic island services with limited capacity, flying mainly De Havilland Twin Otters and ATR turboprops. No public source shows Air Vanuatu operating nonstop flights to China, so Chinese shippers usually route through Australian or New Zealand hubs to connect with its Port Vila belly capacity and island feeders.

Air Vanuatu background and connections to China

Air Vanuatu has long been Vanuatu's air gateway. Its traditional international network centred on Port Vila VLI and reached South Pacific points including Brisbane BNE, Auckland AKL, Noumea NOU, Nadi NAN and Sydney SYD. After the 2024 liquidation the company contracted capacity as a restructured entity, concentrating on domestic lifeline and tourism routes, with long-haul international sectors handled by codeshare and partner flights. There are no nonstop passenger or cargo flights between China and Vanuatu. Chinese shippers send cargo from South or East China airports to Brisbane or Auckland first, then connect on Air Vanuatu NF flights or partner carriers into Port Vila, and finally distribute by Twin Otter or ATR feeder to outer-island airports such as Luganville on Santo, Tanna, Erromango, Malakula, Pentecost, Ambrym and Malekula.

Vanuatu's economy rests on tourism, offshore finance, agriculture and fish processing. Chinese exports to the country concentrate on hotel linens and guest-room consumables, restaurant and supermarket fast-moving goods, building and finishing materials, marina spares, medical and school supplies, solar equipment and fishing gear. The turboprops in service have limited belly volume and payload compared with narrowbody aircraft, so heavy single pieces and out-of-gauge items have to be depalletised, split and re-palletised in Brisbane or Auckland before transfer in PAG and RKN ULDs suited to the small island aircraft.

Door to port time from a South China airport to Port Vila is usually 7 to 12 days: about 2 to 3 days for export declaration and the air sector, about 1 day on connection in Brisbane or Auckland, 1 to 2 days for import clearance and inspection at Port Vila, and 1 to 3 days for island feeder connection and final delivery. Demand peaks in the tourism season from September to April and in the pre-Christmas restocking period, when belly space from Brisbane to Port Vila is tight. Book 7 to 10 days ahead and declare large and heavy pieces separately so that Goodhope Freight can arrange priority handling with the ground agent at the transit point.

Vanuatu customs applies strict quarantine rules to accompanied and commercial goods. All animal and plant products, wooden items, bamboo and rattan goods, food and pet food need an official phytosanitary or health certificate from the exporting country and must be submitted for pre-clearance to Vanuatu's agriculture and forestry department before arrival. Goodhope Freight screens cargo attributes before handover in Shenzhen and tells shippers in advance which categories do not meet Vanuatu import requirements, so cargo is not returned or destroyed at Port Vila.

The South Pacific cyclone season affects Port Vila and the outer-island routes markedly. From November to April a cyclone can close Port Vila airport temporarily, cancel island feeders or divert flights to Brisbane. At booking we advise shippers to allow two to three days of buffer and, for time-sensitive cargo, to consider a sea backup through Brisbane. In a long rainy season, outer-island airstrips can close with standing water, so cargo waits in temporary storage at Port Vila for a weather window; that delay is not covered by the transit time on the air waybill and shippers should allocate the risk in their contracts.

Vanuatu uses the vatu as its currency and levies import duty and VAT by value and commodity class. Goodhope Freight can estimate Port Vila taxes and duties at the quotation stage so shippers are not surprised on arrival. For equipment imported under offshore finance company or resort projects, the Vanuatu Investment Promotion Authority can issue duty exemption certificates; the shipper submits the project approval before shipment and we pass it to the clearing agent in Port Vila.

Communications and logistics infrastructure in Vanuatu is thin, and last-mile delivery outside Port Vila depends on small local carriers. Goodhope Freight works with local delivery fleets in both Port Vila and Luganville and can deliver from the outer-island airports to resorts, construction sites, hospitals and schools. For perishable and cold-chain cargo we load for the island feeder or cold store within two hours of clearance at Port Vila, so cargo is not left exposed in an open-air terminal.

When choosing a logistics provider for Vanuatu, a Chinese shipper should check whether the provider has transit agent resources in Brisbane or Auckland, local clearance capability in Vanuatu and experience with island feeders. A forwarder that only accepts cargo in South China without overseas resources tends to produce rolled bookings, document errors and undelivered cargo at the outer islands. Goodhope Freight takes bookings at its Shenzhen head office, with agents in Brisbane and Auckland handling transit and agents in Port Vila and Luganville handling clearance and delivery, forming a closed loop end to end.

The Vanuatu tourism season runs from May to October, when northern-hemisphere visitors arrive and hotel restocking and catering consumables imports rise sharply; around Christmas and New Year local household consumption peaks and supermarket and fast-moving goods imports reach their annual high. We advise Chinese exporters to plan replenishment a quarter ahead of local selling cycles so peak-season capacity shortages do not cause stockouts. The yacht cruising season from November to April also brings a seasonal peak in marina spares and crew supplies into Port Vila and Luganville.

The network rests on a single hub at Port Vila VLI. Whether cargo connects through Brisbane or Auckland, it clears import customs and is distributed at Port Vila, then moves to the outer islands on Air Vanuatu domestic feeders or partner services. Luganville airport SON on Santo is the country's second airport and carries most freight for the northern islands and yacht provisioning. Tanna, Erromango, Malakula, Pentecost, Ambrym, Malekula, Paama and Maewo have short runways and limited ground support, suitable only for Twin Otter class turboprops, with strict limits on the weight and dimensions of any single piece.

Cargo services for China trade and transport modes

Belly connection

Chinese shippers hand over at Shenzhen, Guangzhou or Shanghai, cargo flies in the belly of a partner carrier's widebody through Brisbane or Auckland, and on arrival at Port Vila connects to Air Vanuatu NF belly space or a partner aircraft for door to port delivery.

Island feeder distribution

Port Vila VLI works as the distribution centre, with Twin Otter and ATR turboprops moving cargo to Santo, Tanna, Erromango, Malakula and other outer-island airports for hotels, resorts, hospitals and project sites.

Charter and wet lease

Project cargo for yacht shows, mining supply runs or large construction mobilizations can be flown as a charter or wet lease arranged at the Brisbane or Auckland end, with whole pieces going direct to Port Vila or an outer-island airstrip.

Comparing typical transport modes

ModeCargo acceptedConnection pointsTransit time reference
Belly connection on passenger aircraftE-commerce parcels, textiles, fast-moving goods, medical devicesChinese airport to Brisbane / Auckland to VLI to outer islands7-12 days end to end
Fast vessel sea-airFurniture, building materials, hotel linensShenzhen Yantian by sea to Brisbane, then air to VLI and the islands25-35 days

Cold chain connectionTuna, lobster, vaccines, biological samplesChinese airport to Brisbane cold-chain belly to VLI cool store5-9 days

Belly connection is the most common choice for Chinese shippers: space is steady, transit is predictable and the cost per shipment is low, but heavy single pieces and out-of-gauge items are restricted. Sea-air suits furniture, building materials and hotel linens, which are bulky but not time-critical: full container or LCL by sea to Brisbane, then devanned and moved by passenger belly or Air Vanuatu feeder to Port Vila, with total cost more than 40 percent below all-air. Project charters suit yacht shows, mining mobilizations and large construction equipment in a single batch, with Goodhope Freight arranging wet or dry lease aircraft in Brisbane or Auckland charged by flight hour. Cold chain covers Vanuatu seafood exported to China and vaccines or biological samples imported into Vanuatu, using temperature-controlled ULDs and refrigerated trucks throughout.

Cargo types suited

Tourism and hotel consumables

Resort linens, guest-room appliances, pool spares, kitchen and tableware, spa supplies and outdoor furniture. Tourism is a large share of the economy, and hotels in Port Vila and Santo are sensitive to restocking time, usually on a two-week cycle.

Seafood and cold chain

Tuna, lobster, sea cucumber and coconut crab exported back to China are pre-chilled and packed on the outer islands, then moved through the Port Vila cold chain to cold-chain belly space in Brisbane or Auckland, held at minus 18 degrees Celsius throughout.

Engineering and energy spares

Solar panels, diesel generator parts, wharf lifting gear, small construction machinery and spares, suited to PAG containers re-palletised in Brisbane for turboprop feeders. Vanuatu has been building outer-island solar microgrids, and solar module exports rise year on year.

Medical and teaching supplies

Medicines, vaccines, medical devices, school equipment and library supplies need temperature-control and live-animal exemption documents in advance, handled with the clearing agent in Port Vila. Outer-island clinics have tight requirements for emergency medicines and cold-chain vaccines.

Retail and fast-moving goods

Food, beverages, household chemicals, baby products and small appliances for supermarkets in Port Vila and Luganville usually move as full pallets through Brisbane and are distributed to outer-island stores on Air Vanuatu feeders.

Yacht and boat show materials

Port Vila is a popular South Pacific yacht cruising stop, and yacht spares, rigging, dive gear, boat show materials and race equipment ship in seasonal peaks, best arranged as charters or pre-blocked belly space.

Booking and handling process for China trade

Step one
Quote and routing

The shipper provides commodity, pieces, weight and dimensions, temperature requirement and destination island, and Goodhope Freight returns a rate and transit proposal via Brisbane or Auckland within one working day.

Step two
Booking and handover

Once the proposal is confirmed and space booked, the shipper delivers to our Shenzhen or Guangzhou warehouse for palletising, labeling, declaration, commodity inspection and certificate of origin.

Step three
Transit connections

On arrival in Brisbane or Auckland the local agent completes transit customs, depalletising and splitting, and connects to Air Vanuatu NF or a partner aircraft for Port Vila.

Step four
Island distribution and proof of delivery

After import clearance at Port Vila, Twin Otter or ATR feeders move cargo to the outer-island airports, where the local agent delivers and returns a signed POD.

Documents required

The export side needs a commercial invoice, packing list, shipping or air freight instruction, certificate of origin (FORM B or a general certificate of origin), declaration draft, dangerous goods declaration where lithium batteries or magnetic goods are involved, and a temperature record card for temperature-controlled cargo. On the import side Vanuatu customs requires an import permit, health certificate and phytosanitary certificate; meat, seeds and animal or plant products need separate approval from Vanuatu's agriculture and forestry department. Goodhope Freight reviews document completeness at booking and lists anything missing, avoiding demurrage and storage charges at destination.

Packaging and palletising rules

Outer-island feeder holds have narrow doors and simple handling, so packaging should be solid wood or plywood cases with corner protection, and the shipping marks should carry both the English destination and the outer-island airport code. Single pieces of heavy cargo should stay under 80 kilograms and long items under 2.4 meters; anything larger has to be depalletised in Brisbane and repacked into RKN narrowbody containers to fit Twin Otter and ATR holds. Fragile goods need air cushion film and honeycomb board, and liquids need leak-proof trays with this-way-up labels.

Strengths in China trade

Two-hub backup

Both the Brisbane and Auckland channels are used, so if one hub has weather, a customs strike or slot shortage, the other takes over and cargo does not pile up at Port Vila.

Island chain coverage

The Twin Otter can use short outer-island airstrips, reaching Santo, Tanna, Erromango, Pentecost and other points that sea freight cannot serve.

Compliance checked up front

Goodhope Freight reviews Vanuatu import permits and quarantine requirements in advance and completes document compliance before handover in Shenzhen, avoiding demurrage at Port Vila for missing paperwork.

Peak-season space held

For the September to April tourism season we hold peak-season space agreements with ground agents in Brisbane and Auckland, protecting hotel restocking and yacht-season cargo.

Cold chain visible throughout

Cold-chain cargo runs from pre-chilling at the Shenzhen warehouse through loading, transit, the Port Vila cool store and the final refrigerated truck, with a temperature record card travelling with the shipment and the temperature curve available in our system.

Seafood exports in the other direction

Beyond exports to Vanuatu, Goodhope Freight also handles Vanuatu tuna, lobster and sea cucumber to China through cold-chain belly space in Brisbane, giving two-way cargo flow.

Vanuatu air gateways and key points for China freight

Bauerfield Airport VLI in Port Vila is Air Vanuatu's core hub and the main gate for Chinese cargo into Vanuatu. The airport takes Boeing 737 and A320 class narrowbodies, has a simple cargo terminal and cool store, and handles PAG and AKE containers. Luganville SON on Santo is the second node, carrying most supply for the northern islands and yacht-season freight. Tanna, Erromango, Malakula, Pentecost, Ambrym, Malekula, Paama and Maewo have short runways usable only by Twin Otter class aircraft, with no permanent cargo terminal, and cargo is loaded and unloaded by hand by the local agent.

When choosing an outer-island destination, shippers should confirm the airport code and the ground agent's contact details in advance. Some outer-island airports operate by day only and may close temporarily between December and March in cyclone season; we flag the weather risk and alternate airports at booking. For cargo needing short-term storage at Port Vila we can arrange bonded or ordinary warehousing: bonded suits cargo awaiting import permits, ordinary suits cleared cargo awaiting an island feeder.

There is currently no direct service between China and Vanuatu by a designated carrier under a bilateral air services agreement, so Chinese shippers combine belly space on third-country carriers with Air Vanuatu's domestic feeders. The combination is flexible on space and controllable on cost, but it involves more transit points and demands careful document handling. After export declaration at our Shenzhen, Guangzhou or Shanghai warehouses we push the AWB and manifest data to the ground agents in Brisbane and Auckland so the transit legs need no further filing by the shipper, and the local agent handles everything at Port Vila import clearance.

Frequently asked questions

Does Air Vanuatu fly cargo services to China?

No public source shows Air Vanuatu operating nonstop passenger or cargo flights to China. Chinese cargo normally connects through South Pacific hubs such as Brisbane, Auckland or Noumea, then joins Air Vanuatu flights into and out of Port Vila and the domestic feeders.

What is Air Vanuatu's status after the 2024 liquidation?

Air Vanuatu entered voluntary liquidation in May 2024, with EY appointed liquidator and all flights suspended; from August 2024 a restructured entity resumed limited domestic routes, and commercial operations at Port Vila airport resumed on 22 December 2024. No single public source yet sets out the return of long-haul international routes.

Which route from China to Vanuatu is the most reliable?

The main routing is from a major Chinese airport via Brisbane or Auckland to Port Vila VLI, then by Air Vanuatu Twin Otter or ATR feeder to Luganville, Tanna, Santo, Erromango, Malakula and other outer islands.

What cargo suits the Air Vanuatu network?

High-value e-commerce parcels, seafood cold chain, medical supplies, engineering spares, yacht and boat show materials and island retail fast-moving goods. Bulk commodities and out-of-gauge heavy pieces are better shipped LCL by sea to Brisbane and then moved on the island feeders.

What size limits apply at the small outer-island airports?

Twin Otter and ATR feeder holds have limited door width and pallet size, so single pieces are generally kept under 80 kilograms and long items under 2.4 meters; anything larger is split at Port Vila or Brisbane before transfer.

What special controls apply to Vanuatu imports?

Animal and plant products, meat, seeds, soil and wooden items need a Vanuatu agriculture and forestry quarantine permit in advance; scrap, firearms and some chemicals need separate environment and police approvals.

How should peak-season space be arranged?

Book peak-season space before the end of August. Goodhope Freight holds peak-season space agreements with ground agents in Brisbane and Auckland, and hotel restocking and yacht-season cargo get priority allocation.

How does seafood exported from Vanuatu to China work?

Tuna, lobster and sea cucumber are pre-chilled and packed on the outer islands, then move through the Port Vila cold chain to cold-chain belly space in Brisbane or Auckland for China, held at minus 18 degrees Celsius, with Goodhope Freight handling import clearance and domestic distribution.
