tariffs and eliminating non-tariff barriers. The country implements a registration system for
foreign trade operators. All types of foreign trade operators must complete the relevant
registration or filing procedures with the relevant ministries or agencies before engaging in
import and export activities.
While Colombia has eliminated import and export restrictions on the vast majority of goods, it
maintains restrictions on the import and export of certain products, such as substances that
cause physiological or psychological dependence, products related to national security,
second-hand goods, and some agricultural products. These restrictions are enforced through
licensing and quota systems.
Colombia's Ministry of Trade, Industry, and Tourism, together with the National Tax and Customs Directorate and other relevant agencies, has established a single window mechanism for foreign trade, streamlining import and export procedures and significantly improving government efficiency.
Import and Export Goods Inspection and Quarantine
According to Colombian laws, regulations, and departmental rules, imported vehicles, food, pharmaceuticals, cosmetics, alcoholic beverages, medical devices, cleaning supplies, health products, agricultural products, other animal and plant products, security equipment, and vehicles must be registered with the relevant Colombian authorities in advance and obtain the necessary permits. Sensitive goods and those with technical standards require pre-shipment inspection and quarantine, and the relevant official inspection and quarantine certificates.
