Saudi Arabia Customs: Latest Import Regulations

Saudi Arabia runs imports through the SABER digital platform, where a Certificate of Conformity is required before most goods can clear. Plan for it early in production.

SABER and the Certificate of Conformity

Most Saudi imports require two certificates issued via the SABER platform: a Product Certificate of Conformity (PCoC) covering the product type, and a Shipment Certificate of Conformity (SCoC) covering the specific shipment. Both are normally obtained before the goods leave the origin country.

Taxes and duties

Most goods face a 5 percent customs duty under the GCC common tariff, with a 15 percent VAT applied on import. A few product categories carry higher or specific rates.

Register on SABER and secure the Product Certificate before production starts. A missing SCoC can hold the shipment at the port.
