Castries or Vieux Fort, and get it on the bill of lading
Port Castries in the north handles most containerised cargo and serves the capital, the main population centre and the northern tourism corridor. Port Vieux Fort in the south has deep-water capability and serves the southern half of the island and its industrial estates. Hewanorra International, the main air gateway, sits near Vieux Fort at the southern tip.
Landing at the wrong end of the island means a road movement across steep, twisting terrain, and that costs real money and real time. Confirm the discharge port with your consignee before booking and make sure the bill of lading names it. A correction after arrival is one of the few delays on this lane that is entirely avoidable.
Which service fits the volume you actually have
Below roughly 15 cubic metres, a shared container is the sensible answer, rated by volume with a weight conversion and a one cubic metre minimum. Between about 15 and 28 cubic metres, run the comparison between a 20GP and the per-cubic-metre rating both ways, because the answer flips depending on how dense the cargo is. Above that, a 40GP or 40HC normally wins for bulky light freight.
Air freight into Hewanorra works from about 45 kg and suits electronics, medical supplies, urgent spares, perishables and resort equipment with a fixed opening date. There is no direct service from China, so consignments connect through Miami, Port of Spain or a European hub, and the connection sets the transit time. Express courier handles documents, samples and single cartons, and ends at the depot.
Reading a Lucian assessment, line by line
Saint Lucia applies the CARICOM Common External Tariff to goods arriving from outside the region, which for most general cargo runs between nil and 20 per cent of the CIF value. Value-added tax is then charged at 12.5 per cent, the lowest standard rate among the Eastern Caribbean states, and it is assessed on the customs value plus duty rather than on the invoice value alone.
Reduced and zero-rated treatment exists for defined categories, so the rate that applies to your goods is set by your commodity code and by the current schedules. Have your broker confirm the treatment against your codes rather than reusing a figure from a previous shipment.
The service charge and the environmental levy
A customs service charge applies to all imports, commonly between 3 and 6 per cent, and it is assessed on the same base as the duty. An environmental levy applies to particular categories. Excise duty applies separately to alcohol, tobacco and motor vehicles. Individually each is modest; together they are the difference between a landed cost that matches the estimate and one that does not.
The discipline that closes the gap is the same one that applies on every Caribbean lane: get the commodity code right at quotation stage, and check the treatment for that code before the goods sail rather than after they land.
No small-import relief, so budget for it
Saint Lucia does not apply a general de minimis that lets low-value commercial consignments in untaxed. Relief from duty and tax generally comes through preferential treatment under a trade agreement, and goods manufactured in China do not qualify for CARICOM origin preference. The practical consequence is that a small commercial consignment is assessed like a large one.
That is worth saying plainly to a first-time buyer who is expecting a sample carton to arrive free of charge. If the goods are genuine evaluation samples with no resale intent, document them as such at dispatch so the entry is made on the right basis.
Sample cartons into Castries, and the tax on them
The dividing line here is the process rather than a value. A personal item handled under the carrier's simplified clearance is treated differently from a commercial consignment entered formally with the Customs and Excise Department by a licensed broker, and the commercial route carries the full assessment.
For a buyer testing a new supplier, the cheaper structure is usually to send the trial quantity with the first real consolidated shipment rather than as a standalone courier parcel. That way the freight and the entry are handled once, on one set of documents.
Packing that survives the relay
Every container into Saint Lucia arrives on a feeder, which means at least two extra discharge and reload cycles compared with a direct lane. Heavy goods boxed for a single journey get crushed when they are top-loaded twice, so palletise or strap wherever the commodity allows and box rather than bag anything dense.
Moisture is the other issue. Goods sit on an open quay in a humid tropical climate, and cartons that were fine on a direct service arrive soft. Internal moisture protection for textiles, paper products and electronics costs very little. Wood packaging material needs to meet the international standard, and untreated timber is a common cause of holds.
The document set for a Lucian entry
- Commercial invoice with a specific description, quantities, values, currency and country of origin.
- Packing list matching the invoice, with weights and dimensions.
- Bill of lading naming the correct discharge port, or air waybill for air freight.
- Certificate of origin where the buyer asks for one.
- Import permit, phytosanitary or health certificate where the commodity requires one, including plant, animal and food products.
Your consignee also needs local importer registration and a licensed broker to file the entry on ASYCUDA World. Sorting both out before the vessel arrives is worth more than any other single thing you can do to shorten the clearance.
Transit times and the feeder schedule
Consolidated shipments into Castries typically run in the region of 36 to 50 days port-to-port depending on the Chinese origin and how the feeder connects, with the feeder leg itself running a few days on top of the ocean leg. Full container routings vary with the relay chosen. Air cargo is governed by the connection, so ask for the current routing.
The practical advice is to plan on a spread rather than a date, and to order against the slow end of the range if the goods are needed by a fixed opening. A missed feeder costs more here than a missed sailing does on a direct lane, because the next one may be a week away.
Handover: from our side to theirs

Resort furniture landed at the wrong end of the island
The purchase. A resort in the south of the island was refurbishing, buying case goods, outdoor furniture, lighting and joinery from three factories in Guangdong.
The move. The first container was booked by the buyer's previous forwarder to Port Castries because that is the port most carriers quote, and shipped port-to-port.
Where it nearly went wrong. The resort is in the south, served by Port Vieux Fort. Landing at Castries meant a road movement across the mountainous spine of the island, which added cost and a day, and the container had already been manifested to the north.
How it finished. On the second and third containers we booked discharge at Vieux Fort and had the port named on the bill of lading at booking. The trucks met the container a short distance from the resort, and the remaining phases arrived inside the refurbishment window.
Marine and diving equipment, 9 CBM out of Shenzhen
The purchase. A dive operator was replacing regulators, cylinders, compressors and boat spares for the coming season, buying from two suppliers in Guangdong.
The move. Both lots were consolidated at our warehouse and moved as a shared container through a Caribbean hub, deconsolidated at Castries for collection.
Where it nearly went wrong. Compressors are dense and cylinders are awkward, and the buyer had quoted the job on a single blended freight rate. On a consolidated service the chargeable figure is whichever is greater, volume or weight, so the real number came out higher.
How it finished. We re-measured and re-weighed at the warehouse before booking and requoted on the chargeable figure with the relay named. The buyer adjusted the order to use the same chargeable space better, and the invoice matched the second quote.
Packaging and print for a food producer
The purchase. A local food producer was importing printed cartons, labels and flexible packaging from a single printer in Guangdong to support a new product line.
The move. Just over 20 CBM, moved as a shared container to Castries and collected by the consignee's broker.
Where it nearly went wrong. Printed packaging is light but bulky, so volume set the chargeable figure, and the buyer had assumed it would be rated on weight. The landed-cost model also omitted the customs service charge on what was a straightforward tariff line.
How it finished. We rated the job on volume at quotation stage and set out the full assessment including the service charge. The buyer reordered on a fuller container load, which halved the per-unit freight on the next run.
A sample carton that was assessed anyway
The purchase. A retailer ordered a single carton of consumer goods by express to check quality before placing a container order.
The move. It went by courier from our depot with a commercial invoice at full product value.
Where it nearly went wrong. Saint Lucia does not apply a general small-import relief for commercial consignments, and Chinese-origin goods do not qualify for CARICOM preference. Duty, the service charge and the 12.5 per cent tax were assessed, and the buyer was asked to settle before release.
How it finished. We explained the structure before the buyer ordered again and moved the trial quantity into the first consolidated sea shipment. The trial then landed at a workable cost on one set of documents.
Solar water heating and pumps for a hotel plant room
The purchase. A hotel was replacing its water heating plant, buying collectors, tanks, pumps and control gear from two suppliers.
The move. One 40HC consolidated at our Guangdong warehouse, shipped port-to-port to the port nearest the hotel, collected by the consignee.
Where it nearly went wrong. Tanks and collectors are bulky and awkward to load, and the buyer originally specified a 40GP. On a lane where the relay adds a week, discovering at loading that you are a few cubic metres short is an expensive way to learn it.
How it finished. We measured the packed volume before confirming the equipment and moved the booking to a 40HC. Everything travelled in one container on one bill of lading and cleared on a single entry.
