Shipping from China to Tonga, step by step

Goodhope Freight is a licensed NVOCC based in Shenzhen, registered as GD20230925153335, and has been moving cargo out of China since 2012. To Tonga we run full containers and shared containers port-to-port into Nuku'alofa, air freight airport-to-airport into Fua'amotu International, and express parcels dispatched from our depot. Every service stops at the port, the airport or the depot. Your consignee arranges import clearance and collection.

Tonga is a kingdom of more than one hundred and seventy islands, of which around three dozen are inhabited, and almost everything arrives through one wharf. Queen Salote International Wharf at Nuku'alofa on Tongatapu handles the sea freight, and Fua'amotu International on the same island handles the air freight. The Ministry of Revenue and Customs administers clearance on the ASYCUDA platform.

Two things decide how a shipment here goes. The first is the tax base: the consumption tax is charged at 15 per cent on a figure that already includes both duty and excise. The second is geography: an address on Ha'apai or Vava'u is not a delivery off Tongatapu, it is a second booking on a separate vessel.

How your cargo moves: China to Tonga

Eight steps from your supplier's door to yours. The last four are the ones shaped by local rules.

  1. Pickup from your supplierWe collect the goods anywhere in China and bring them to our consolidation point.
  2. Export clearanceChina customs declaration filed and released before the goods move to the port.
  3. Loading and departureContainer loaded, sealed and handed to the carrier at the Chinese port.
  4. Relay through Auckland, Sydney or FijiTonga is served by regional feeder services, so the hub and the sailing date together set the arrival window.
  5. Discharge at Nuku'alofaContainers are worked at Queen Salote wharf; air cargo is handled at the Fua'amotu cargo terminal.
  6. Declaration filed on ASYCUDA WorldYour broker lodges the entry with the commodity codes and the customs value from your invoice.
  7. Duty, excise and the 15 per cent tax assessedThe consumption tax is charged on a base that already includes duty and excise, and the entry fee is settled with it.
  8. Release, plus an island transfer if neededGoods are released to your consignee. A Ha'apai or Vava'u address adds an inter-island leg arranged separately.

Duty rates, VAT rates and clearance times move, and the figure that applies to your goods is the one set for your commodity code on the day of clearance. We check the current position against your code before your goods sail and confirm it to you in writing — ask for that check when you request a quote.

Nuku'alofa, and the islands beyond it

Queen Salote International Wharf at Nuku'alofa handles essentially all of the country's sea freight, and Fua'amotu International on Tongatapu handles the air freight. There is no second container port to weigh up, which simplifies the booking and puts the emphasis on the onward leg.

If your consignee is on Ha'apai or Vava'u, the goods clear at Nuku'alofa and then move by inter-island vessel on a timetable that has nothing to do with your vessel's arrival. That leg is a separate cost and a separate booking. Tell us the final island at quotation stage, because discovering it after discharge is the most expensive way to learn it.

Choosing a service for a kingdom of 170 islands

Below roughly 15 cubic metres a shared container is the practical answer, rated by volume with a weight conversion and a one cubic metre minimum. Between about 15 and 28 cubic metres, run the comparison between a 20GP and the per-cubic-metre rating both ways. Above that, a 40GP or 40HC normally wins for bulky light cargo.

Air freight into Fua'amotu works from about 45 kg and suits electronics, medical supplies, urgent spares and equipment with a fixed deadline. There is no direct service from China, so consignments connect through Auckland, Sydney or Fiji, and the connection sets the transit. Express courier handles documents and single cartons, and ends at the depot.

Duty bands, and the rates at the protective end

Tonga applies import duty by commodity code, commonly running from nil to 30 per cent of the CIF value. Machinery and essential goods sit at the bottom of the range, and clothing, footwear and food carry the higher rates where they compete with local production.

The spread is wide enough that classification is worth confirming before you place an order rather than after the goods sail. Ask your broker to check the rate for your codes and to tell you whether any concession applies.

Consumption tax, charged on a wider base

Tonga's consumption tax is charged at 15 per cent, and the base it is charged on is the CIF value plus the duty plus any excise. That is a wider base than most importers assume, and it means the tax figure is not simply 15 per cent of the invoice.

Excise duty applies to alcohol, tobacco and fuel, and it enters the same base. When you model the landed cost, work through duty first, then excise, then the tax on the total. Doing it in any other order will understate the bill.

The small charges people forget

A processing fee is charged on each declaration, and it is payable whether the entry is large or small. Storage and handling at the wharf sit alongside it. None of these are significant on their own, and a first-time importer who has budgeted for duty and tax alone will notice them.

Ask your broker for the full charge list rather than the tax lines. On a small consignment the fixed charges can be a larger share of the total than the duty is, and that changes which service level makes sense.

Two clearances if the address is not on Tongatapu

Goods for the outer islands clear at Nuku'alofa and then move onward. That means two things happen in sequence rather than one: a customs release on Tongatapu, and an inter-island movement on a vessel schedule that runs to its own rhythm.

Plan buffer into both rather than into one. A delay on the international leg pushes the inter-island booking, and a missed inter-island sailing can cost a fortnight, which is longer than most of the delays that caused it.

Packing for a long, hot, salt-laden wait

Goods are lifted at least three times and then sit on an exposed wharf in a hot maritime climate. Cartons that were adequate for a single journey are not adequate for three lifts plus a wait. Palletise or strap wherever the commodity allows, and box rather than bag anything dense.

Moisture protection inside cartons for textiles, paper goods, electronics and metal finishes costs very little. Timber packaging must be treated and marked to the international standard, because quarantine will hold it otherwise.

Documents for a Tongan declaration

The declared value is what your broker has to defend. A vague description invites a reassessment rather than merely a delay, and on a base as wide as this one a reassessment is not a small thing.

Timing, and a five to fourteen day clearance

Sea freight into Nuku'alofa typically runs in the region of 35 to 50 days port-to-port depending on the Chinese origin and how the service connects, with the feeder leg on top. Air cargo is governed by the connection.

Clearance is commonly measured in five to fourteen days rather than in hours. Add the inter-island leg for an outer island address, and add contingency from November to April, when cyclone activity disrupts schedules across the region.

What lands with us, and what lands with them

We handle collection from your supplier, consolidation and loading in Guangdong, export declaration, and the main carriage into Nuku'alofa or Fua'amotu. We issue the transport document, send status updates at each handover, and tell you which sailing the booking targets.

Your consignee appoints a broker, lodges the declaration, settles the duty, excise, the 15 per cent tax and the entry fee, satisfies quarantine and collects. Any onward island movement is theirs to arrange. We do not offer door-to-door delivery to Tonga.

First booking into Nuku'alofa

Send us the commodity, the volume and weight, the pickup address in China and the final island. We will show the sailing options, quote the charges line by line, and set out how duty, excise and the 15 per cent tax combine on your codes.

Ask for the sequence in writing, and ask whether the final address needs an inter-island leg. On a country spread across three island groups, that one question decides how much buffer you need.

End to end when importing into Tonga

Five shipments bought in China and delivered into Tonga, told end to end — where the order came from, how it moved, where it nearly went wrong, and how it finished. Client names are withheld at their request; the situations and the handling are what we deal with on this lane.

Church and school supplies for Vava'u, 40HC out of Guangzhou

The purchase. A community group was importing seating, building materials, stationery and equipment for facilities on Vava'u, buying from two suppliers in Guangdong.

The move. Both lots were consolidated into one 40HC, shipped port-to-port to Nuku'alofa, with the onward inter-island vessel to Vava'u booked at the same time as the ocean leg.

Where it nearly went wrong. The buyer had assumed a Vava'u address meant a local delivery off Tongatapu. It is a separate vessel with its own schedule and charges, and booking it after arrival would have left the container sitting on the wharf.

How it finished. We quoted and scheduled both legs together and pre-alerted the broker while the container was still on the feeder. The goods cleared at Nuku'alofa, transferred on the first available sailing, and arrived before the facilities reopened.

Retail stock where the tax base was misread

The purchase. A retailer on Tongatapu was placing a first container order of mixed consumer goods and had built a landed-cost model from the invoice value.

The move. One 20GP, shipped port-to-port to Nuku'alofa and cleared by a licensed broker.

Where it nearly went wrong. The consumption tax is charged on the CIF value plus duty plus excise, not on the invoice value. The buyer's model understated the tax by more than the duty itself.

How it finished. We set out the calculation in the correct order against the actual commodity codes before the container sailed. The buyer re-costed the order and the landed figure matched the plan on clearance.

Refrigeration and kitchen equipment for a guesthouse

The purchase. A guesthouse was fitting out a new kitchen and cold room, buying refrigeration units, stainless benches and cooking equipment from two suppliers.

The move. Just under 20 CBM moved as a full 20GP to Nuku'alofa, collected by the consignee.

Where it nearly went wrong. Refrigeration units are dense and the buyer had priced the job on volume. Payload, not space, was the constraint, and the consolidation came close to the ceiling.

How it finished. We weighed the lots at the warehouse before loading and split the order so the container stayed within limits. Everything travelled on one bill of lading and cleared on a single entry.

A consignment held over timber packaging

The purchase. A buyer imported building hardware packed on timber pallets of the sort used for domestic shipments.

The move. One 20GP, shipped port-to-port to Nuku'alofa, entered by the consignee's broker.

Where it nearly went wrong. The pallets were neither treated nor marked to the international standard. Quarantine held the consignment, and the customs entry being in order did not move it.

How it finished. On the repeat order we made certified treated timber a condition of packing and verified the marking before the container was sealed. The second shipment passed quarantine without intervention.

Air freight of urgent spares into Fua'amotu

The purchase. A utility operator needed generator spares and control modules urgently after a failure, buying from a single supplier in Guangdong.

The move. Roughly 120 kg booked as air freight, connecting through Auckland into Fua'amotu, collected at the cargo terminal.

Where it nearly went wrong. Air freight is rated on chargeable weight, whichever is greater, actual or volumetric, and machinery spares in export crates convert poorly. The buyer had quoted on actual weight alone.

How it finished. We had the supplier reduce the crate sizes before collection and quoted on the chargeable figure. The consignment moved on the first available connection and was collected the day after arrival.

Frequently asked questions

Is there a direct sea freight service from China to Tonga?

No. Cargo relays through Auckland, Sydney or Fiji on regional feeder services, and we quote port-to-port to Nuku'alofa with the relay and the target sailing named on the quotation.

How are goods delivered to Ha'apai or Vava'u?

They land at Nuku'alofa, clear there, and move onward by inter-island vessel, which is a separate cost and a separate schedule rather than a local delivery. If your consignee is on an outer island, say so at quotation stage so both legs are quoted and scheduled together.

What is the consumption tax rate on imports into Tonga?

It is charged at 15 per cent, and the base is the CIF value plus the duty plus any excise. That is wider than most importers assume, so the tax figure is not simply 15 per cent of the invoice value.

What duty rates apply?

Import duty is set by commodity code, commonly running from nil to 30 per cent of the CIF value. Machinery and essential goods sit at the bottom of the range and clothing, footwear and food carry the higher rates where they compete with local production.

Are there charges besides duty and tax?

Yes. A processing fee is charged on each declaration regardless of size, and wharf storage and handling sit alongside it. On a small consignment the fixed charges can be a larger share of the total than the duty, so ask your broker for the full list.

Which airport does air cargo arrive at?

Fua'amotu International (TBU) on Tongatapu. There is no direct service from China, so consignments connect through Auckland, Sydney or Fiji and the connection sets the transit time.

Do you offer door-to-door delivery to Tonga?

No. Sea freight is port-to-port to Nuku'alofa, air freight is airport-to-airport to Fua'amotu, and express courier dispatch ends at the depot. Your consignee appoints a broker, settles the charges, satisfies quarantine and collects. Any onward island movement is theirs to arrange.

What documents are needed to clear goods?

A commercial invoice, a packing list, the bill of lading or air waybill and a certificate of origin, plus an import permit, phytosanitary or health certificate where the commodity requires one. Timber packaging must be treated and marked to the international standard.

Can lithium batteries be shipped to Tonga?

Built-in and packed-with lithium batteries can be carried subject to proper documentation and packaging. Standalone battery shipments and other dangerous goods classes are assessed case by case and must be declared at quotation stage so we can book with a carrier that accepts the class.

What details do you need to price a shipment?

The commodity, the volume and weight, the pickup address in China and the final island. We will name the target sailing, quote any onward leg, and set out how duty, excise and the 15 per cent tax combine on your codes.
