General Policy Overview
EU Customs Union: Moldova and the EU have signed a Deep and Comprehensive Free
Trade Agreement (DCFTA), which allows many goods to enjoy zero tariff treatment between Moldova
and the EU. However, the specific tariff treatment depends on the origin, type and other factors
of the goods.
Non-preferential origin goods: For goods that do not meet the rules of origin,
Moldova will impose tariffs in accordance with the most-favored-nation treatment or ordinary
tariff rates.
Import license: Certain specific goods, such as agricultural products,
medicines, weapons, etc., may require an import license.
Certificate of Origin: In order to enjoy preferential tariff treatment,
exporters usually need to provide a certificate of origin.
Customs supervision: Moldova Customs strictly supervises import and export goods, including inspection, valuation, taxation, etc.
