Romanian Customs Import and Export Goods Policy

Trade Management Regulations
Since joining the EU, Romania applies the EU's common trade policy. With the exception of a small number of products subject to quota agreements or that are harmful to human health and the environment, the licensing system is generally not implemented for import and export goods. For dual-use goods for military and civilian purposes, Romania implements the EU Regulation No. 428 of 2009 on the implementation of the export, transfer, brokering and transit control system for dual-use items, and implements a differentiated export licensing system for related products according to different categories. For sensitive products such as military supplies, chemicals and biological products, Romania regulates them through relevant international conventions or domestic laws, and their import and export must be approved by the Export Control Bureau under the Ministry of Foreign Affairs.
Trade Regulations
Since joining the EU on January 1, 2007, Romania has implemented the EU's common trade policy on tariffs, trade protection measures, most-favored-nation treatment, etc., and no longer has its own trade legislation or the right to determine customs tariffs and formulate trade policies. The EU's anti-dumping, anti-subsidy and quota trade protection measures, as well as environmental and technical standards, are equally applicable to Romania.

Since joining the EU, Romania applies the EU's common import and export commodity inspection and quarantine policy, implements strict inspection and quarantine management regulations and standards for food, animals and plants and their products, and various industrial products, and implements different inspection and quarantine management methods according to different products.
