Canadian Customs Regulations on the Import of Masks
Canada kept mask imports unrestricted in 2020: ordinary goods, no special certificates, even self-clearance allowed.

Requirement
There were no special regulatory requirements for mask clearance: masks were imported as ordinary goods. Unlike the US and Europe, no FDA- or CE-type certificates were needed — for anyone.
Company and personal imports
- Companies could import masks in any quantity, whether or not they had imported before, covering ordinary disposable, disposable medical and N95 masks.
- Individuals faced the same treatment as companies: no quantity requirement beyond honest, personal-use quantities.
- As long as the value was declared truthfully and the assessed taxes were paid, the goods were not detained.
Duty and taxes
Canadian tariff = goods value × tariff rate (typically 5–10 percent); GST (federal consumption tax) = (goods value + duty) × 5 percent. Depending on the province, consumption taxes and customs inspection fees could also apply.
Clearance
For imports into Toronto (YYZ) or Vancouver (YVR), companies could appoint a local air freight forwarder or customs broker — and, unusually, Canadian customs also allowed consignees to clear the goods themselves, a policy few other countries offered.
Shipping channel
Pandemic flight reductions cut China–Canada capacity severely; air freight transits ran about 5–7 days with space booked after tender. For urgent shipments, DHL international express was the fastest and most stable option. China customs imposed no ban on mask exports, so shippers only needed normal declarations at both ends.
