Requirement
For 2–3 layer masks there were no special regulatory requirements: the goods could be declared and imported as ordinary goods in both Singapore and Malaysia.
Malaysia duty and the Form E exemption
- Without a certificate of origin: 20 percent import duty plus 10 percent sales tax (SST) applied.
- With a Form E certificate of origin issued under the China–ASEAN FTA: the 20 percent duty was exempted and only the 10 percent SST remained payable.
- The Malaysian government had not, at that time, exempted masks from import duty or SST by default.
