Battery Transport Safety Testing: A Logistics Compliance Guide for Air & Ocean Shipments

As a freight forwarder based in Shenzhen, China, we often advise international buyers on key regulatory requirements for shipping batteries — particularly lithium and lead-acid types, which are classified as dangerous goods under UN regulations. Below is a clear breakdown of mandatory safety tests your suppliers must complete before cargo can be accepted for air or ocean transport.

1. Lithium Battery Testing (Mandatory for All Modes)

UN38.3 Certification

Under the UN Manual of Tests and Criteria, Section 38.3 (Rev. 7), all lithium cells and batteries — including those integrated into equipment — must pass the full suite of UN38.3 tests before being offered for air, sea, or road transport. The Civil Aviation Administration of China (CAAC) enforces this via its Lithium Battery Air Transport Specification, requiring proof of compliance prior to airline acceptance.

The standard eight-test sequence includes:

  1. T.1 Altitude Simulation
  2. T.2 Thermal Cycling
  3. T.3 Vibration
  4. T.4 Shock / Mechanical Impact
  5. T.5 External Short Circuit
  6. T.6 Crush / Impact (cell level)
  7. T.7 Overcharge (rechargeable systems only)
  8. T.8 Forced Discharge

Note: Non-rechargeable lithium metal batteries are exempt from overcharge testing (T.7).

Package Drop Test for Small Batteries (per Special Provision 188)

For "small energy" lithium cells/batteries not installed in equipment — defined as ≤1 g Li-metal cell / ≤2 g battery, or ≤20 Wh Li-ion cell / ≤100 Wh battery — each package must also pass a 1.2-meter drop test in every orientation. Pass criteria: no internal damage, no shifting causing contact between batteries, and no leakage.

2. Lead-Acid (Wet) Battery Testing

Lead-acid batteries containing liquid electrolyte are classified as Class 8 (Corrosive) dangerous goods unless proven non-spillable through standardized performance testing per UN Model Regulations Special Provision 238:

  • Vibration + Pressure Differential Tests: If the battery shows no electrolyte leakage, it may be assigned to UN 2800 (Wet, non-spillable).
  • Temperature Stability at 55°C: If there is no free liquid leakage from cracked casing at elevated temperature, and terminals are protected against short circuit, the battery may qualify for exemption from full dangerous goods regulations.

Important: Untested units default to UN 2794 (Wet, filled with acid) with stricter handling requirements.

Key Takeaways for Buyers

  • Ensure your Chinese suppliers provide valid UN38.3 test reports and package test records (if applicable) before booking shipments.
  • For lead-acid batteries, verify whether products meet UN 2800 non-spillable criteria to reduce compliance costs.
  • Always confirm latest IATA DGR / IMDG Code revisions; carriers increasingly enforce updated packaging and documentation rules.
