The "Identification and Classification Report for Air Transport of Goods" is a mandatory requirement for the international air carriage of the following categories of cargo:
1. Batteries and Battery-Powered Products
Lithium Batteries: All lithium-ion and lithium-metal batteries/cells, and devices containing them (e.g., mobile phones, laptops, power tools, drones).
Emerging Battery Technologies: New battery types such as sodium-ion and solid-state batteries.
Traditional Batteries: Lead-acid batteries, nickel-metal hydride (NiMH) batteries, etc.
2. Chemicals and Related Products
Industrial Chemicals: Pure chemicals, raw materials, and chemical intermediates.
Industrial Fluids: Glues, paints, inks, resins, and solvents.
Consumer Chemicals: Cleaning agents, disinfectants, and cosmetics (e.g., nail polish, perfume, alcohol-based hand sanitizers).
Automotive/Industrial Safety: Car airbags and aerosol sprays.
3. Magnetic Materials
Strong Magnets: High-intensity magnetic materials or components (e.g., neodymium iron boron magnets).
Interfering Devices: Any magnetic equipment capable of interfering with aircraft navigation instruments.
4. Pressurized Gases and Containers
Compressed Gases: Lighters, fire extinguishers, and compressed gas cylinders (e.g., scuba tanks, CO₂ cylinders).
Systems & Inflators: Refrigerants and airbag inflators.
5. Other Regulated Hazardous Materials
Flammable Solids: Matches, specific types of activated carbon, and certain metal powders.
Flammable Liquids: Gasoline, alcohol, paints, and certain adhesives.
Flammable Gases: Butane, hydrogen, and lighter fuel.
Corrosive Substances: Acids, alkalis, wet-cell batteries, and specialized cleaning agents.
Oxidizers and Organic Peroxides: Bleach, chemical oxidizers, and hydrogen peroxide solutions (above specified concentrations).
Toxic or Infectious Substances: Specific pesticides, pharmaceutical intermediates, diagnostic specimens, and biological products.
Miscellaneous: Dry ice (used as a refrigerant), internal combustion engines, safety matches, and regulated life-saving equipment.
Key Functions and Usage
Booking Declaration: This report must be submitted to the airline or freight forwarder during the booking process as legal evidence of the cargo's hazard classification. Cargo classified as—or suspected of being—dangerous goods will not be accepted for booking without a valid report.
Security & Ground Handling: This report is required during the handover to airport terminals or during security screening. It serves as a professional certification that the goods have been assessed and that their packaging and labeling comply with aviation safety standards.
Process Roles (Who Provides to Whom?)
Provider (Applicant): The Shipper or their designated Freight Forwarder.
Issuer (Assessor): A professional dangerous goods identification body accredited by the Civil Aviation Administration of China (CAAC) or equivalent regulatory authorities.
Recipient (End-User): Airlines and Ground Handling Agents, who use the report to process dangerous goods declarations and ensure safe transport operations.
