This discrepancy rendered the shipment non-compliant with the mandatory Chinese national standard "Rules for the Inspection of Packaging of Export Dangerous Goods – Part 3: Use Appraisal" (SN/T 0370.3-2021).

In accordance with Article 29 of the "Implementing Regulations of the People's Republic of China on Import and Export Commodity Inspection Law," which states that "dangerous goods packed in containers that have not been appraised or failed the appraisal shall not be exported," the Customs authority issued a "Denial of Export" order for the entire shipment, totaling 24.48 metric tons.
