  • Magnesite Fines: Shipping name "MAGNESITE FINES", Group A.

The fundamental difference between Group A and C lies in the risk of liquefaction. Group A cargoes can liquefy during a voyage if their moisture content exceeds the Transportable Moisture Limit (TML), potentially causing cargo shift within the hold, severely compromising vessel stability, and even leading to capsizing.

2. Technical Distinction: Particle Size is the Key

Shippers and carriers must clearly differentiate based on the following physical criterion:

  • Magnesite: Natural, lump material with a particle size typically greater than 3 mm.
  • Magnesite Fines: A crushed mixture with a particle size less than or equal to 3 mm. Its bulk density is usually higher than that of the lump material.

The consequences of misclassification are severe. Incorrectly declaring Group A "Magnesite Fines" as Group C "Magnesite" will lead to the omission of critical moisture control procedures, creating a major safety hazard and exposing the responsible parties to significant maritime administrative penalties and liability.

3. Mandatory Transport Requirements for Group A "Magnesite Fines"

If the cargo is determined to be "Magnesite Fines," the following Group A operational rules are mandatory:

Documentation and Testing:

  • Prior to loading, the shipper must provide certificates for the Transportable Moisture Limit (TML) and the actual moisture content, issued by a recognized laboratory.
  • The actual moisture content must be strictly below the TML.

Loading and Voyage Operations:

  • If precipitation occurs during loading or if the master has doubts about the cargo's apparent condition, they have the right to require the shipper to re-test for moisture content.
  • Hatch covers to holds being loaded must be kept closed to prevent moisture ingress.
  • Underway ventilation to holds containing this cargo is prohibited.

Safety and Protection:

  • Measures must be taken to protect ship's machinery and accommodation spaces from dust. Bilge wells must be properly covered.
  • Personnel involved in operations must wear appropriate PPE, including protective clothing, dust-tight goggles, and masks.

Emergency Procedures:

  • During the voyage, the crew must conduct regular hold inspections. If free liquid or signs of liquefaction are observed on the cargo surface, the master must take immediate emergency actions and consider seeking a place of refuge.
